lce_service.service_logging.get_logger(name: str) → Logger

Creates and configures a logger with the specified name and global log level.

This function creates a named logger instance and sets it to the global LOG_LEVEL. The basic logging configuration is handled at the module level, so this function only needs to create and configure the specific logger instance.

Parameters:

name – The name of the logger to create. This is typically the module name (__name__) or a descriptive identifier for the logging context.
